Of course the Chinese are building coal fired power stations, they have been doing it for years and far exceed many times that which we ever had when coal was king.
Why do you think they are doing so well?
They've taken our technology and knowhow and put their massive workforce to work to make things we and the West once did.

Various bodies make claims about how much GB PLC has reduced its CO2 emissions as a result of the green taxes. Others claim that by off shoring our manufacturing to countries using coal power stations we have actually increased our CO2 emissions by about 10%. So much for joined up Government policy.

While it is nice to look at the GB National Grid production with coal being near zero and wind being >20% does anyone know how much coal is burnt keeping the coal power stations ticking over when not actually producing and the resulting CO2 emissions.

Old mine land in China is being used for solar farms and other environmentally acceptable uses. There is hope.
