what is the meaning of that Ics=100% of Icu? Can the breaker be remain in service or not? after interrupting the fault at rated (Ics or Icu).

how Icu and Ics differs for different voltages?

So if Icu = say 10kA, then Ics = 10kA too.

You can't install it where the PFC could exceed 10kA, but the breaker should then remain serviceable after any fault - since by complying with the Icu requirement you can't ever exceed Ics.
