Can anyone tell me where I can find any information on using 1.5 twin and earth cable with extra low voltage lighting systems.

The current carrying capacity varies according to how installed, due to factors like grouping or thermal insulation.
Details may be found in the regulations.
The lower voltage does not alter the current carrying capacity.

In many cases the limiting factor will be voltage drop and not current carrying capacity.

I wonder if the OP's thinking of the minimum c.s.a. requirement for ELV lighting conductors (715.524.201 in the 17th) - but note that most of that requirement has been dropped in the 18th (other than the 4mm2 for supporting suspended luminaires).
